Riser pads go in between the truck and the deck to give the wheels more distance from the board. That way when you turn the wheels don't touch the board.
The bigger the wheels the more riser pads you'll need.
Mounting hardware are the bolts that hold the trucks on to the board. Since the riser pads go in between the trucks and the board, the more riser pads you add the longer the bolts need to be since they are usually just long enough to fit the current truck/riser pad combo.
Hopefully that's not too confusing and you can just ask us what size risers and bolts you would need for a particular size wheels.
And by the way, the wheels that it comes with are nice and fast. It might be worth checking it out how it rides stock before adding bigger wheels.
