whats the best way to tell what size wheels i have

With a ruler that measures in millimeters (most do).

Across the wheel at the widest point. You will be measuring the diameter.

Another way would be to go to a skate shop and compare with other wheels that say how big they are. (or your friend's if they have a skateboard)
