How do i Know which kind to get from a soft to hard?

Get soft cushions if you ride your trucks loose.

Hard cushions if you ride your trucks tighter.

We would suggest the 92a. They should be not too soft or hard and you can make them loose or tight.

If I buy the low bushing will my (mid) indy stage 10 "become" lows because of the bushing?

low and standard indy's have different hangers.
If you put the low bushings in there your turning geometry wont preform like its supposed to.
